Does the whole ‘a’ before a consonant, ‘an’ before a vowel rule apply to words starting with u if they have the you sound instead of the uh sound?

for example, you would say “That’s an ugly person.” But wouldn’t you also say “He is playing a ukulele.”?

I ask because in the past few days I have seen 2 “an u-” sentences. Like “An UK-based collective…..” and it just struck me as odd.
